WORK CONTEXT
CESVI has been operating in Libya since 2011 as the first Italian NGO to take action, in the aftermath of the Arab Spring, through humanitarian projects in Cyrenaica and Tripolitania. Nowadays CESVI is one of best positioned NGOs in Libya, with a diverse donor portfolio, serving all vulnerable target populations and with presence across the whole country.
In detail, CESVI has been implementing programs supporting mixed migrants, IDPs and vulnerable host communities through service provision and support to CSO. This includes centre-based and outreach protection activities (including child protection and GBV), warehouse management, non-food distributions, awareness-raising activities, psychosocial support, referrals to external services, cash assistance and non-formal education, community development and social inclusion at local level.

JOB DESCRIPTION
The collaboration will start in February 2025.
The collaborato will respond to the Regional Protection Advisor.
Field presence: 50% presence in Libya – 50% presence in Tunis (or home-based/remote)
Community-based Protection Specialist with work as Technical Unit staff member and will be responsible for CB Protection activities across CESVI Libya interventions. This is cross-cutting position will monitor ongoing community-based protection activities to ensure systematic application and integration of community-based approaches in projects’ planning and implementation. Position does not have direct line management responsibilities.
1) Designing Community-based Protection tools
·Draft inclusive Community-based Protection Strategy based on ongoing and planned activities and projects for Libya Mission.
·Develop Community-based Protection Manual and CBP SOPs for specific projects. Revise and improve existing tools, including Community-based Care Arrangement (CBCA), CB Protection MHPSS, and other materials.
·Support the inclusion of participatory, community-based protection and AGD approaches in strategies and plans.
2) Accountability
·In cooperation with MEAL, ensure continued functioning, use of and improvements to the community members feedback and response mechanism, as well as information dissemination and communication with communities.
·Provide a range of accessible and rapid channels of communication with affected communities to inform affected people about procedures, structures and processes that affect them, so that they are able to make informed decisions and choices.

4) Community-based Protection Activities
·Developing tools for collecting information and assessing protection concerns and vulnerabilities among communities, including their safety issues, access to services, or discrimination, and share findings with program and technical staff to ensure adequate support based on findings.
·Through relationships with community members, CSOs, and network of partners work on identifying social, security, economic and cultural developments that have an impact on the protection environment and to guide how those developments might affect ongoing interventions, including changes of the protection approach if needed.
·Support communities in establishing representation and coordination structures to ensure participatory approach.
·Contribute to the TU, MEAL, and Protection teams on the ground information management component which provides disaggregated data on communities and their problems; researches, collects and disseminates relevant CB protection information and good practices to enhance CB protection delivery and provide technical advice.
·Lead CB protection cross-project activities, design communication materials (info sessions and awareness raising) on relevant topics.
·Supporting urban NFI/CRI distribution.
5) Implementation of Safeguarding policies –Adult at risk/Child Safeguarding/PSEA

CESVI pays particular attention to safeguarding the health of all the human resources of the Organisation. Therefore, in order to protect its staff, an assessment of their suitability for the position in each mission is carried out before departure. Such assessment is done by the Occupational Doctor of the Organisation, who will also examine the vaccination coverage, including the anti-Covid19 vaccination.
