Area Manager – West Libya (Open to internal candidates) Full Time NEW

What we are looking for

NRC Libya is looking for candidates with senior project management and leadership experience within the humanitarian sector.

The successful candidate will be a strategic, analytical and innovative thinker. Should be able to demonstrate strategy leadership and development experience.

Experience leading change management projects with demonstrable interpersonal skills with both internal and external stakeholder engagement experience.

What you will do

The Area Manager has the overall responsibility for their designated area and ensures that NRC´s programme and operations in the area develops in line with NRC’s mission, policies and country specific strategies. This position will also ensure high quality and cost-effective programme/project implementation within the designated geographical area in Libya.

In this position you will:

• Assess needs, develop and implement response plans with a focus on expanding operations to support hard to reach communities affected by conflict, displacement and disaster.
• Lead the development and implementation of NRC’s area-level strategy (Core Competency(CC) strategies, Country Strategy and Plan of Action) in accordance with the humanitarian context and NRC Libya’s country strategy.
• Lead the Area Management Team (AMT) and foster a robust and effective workplace culture across different teams and departments.
• Lead initiatives to strengthen staff capacity and care at AO-level to improve services to affected populations. This includes supporting staff development opportunities across all teams and departments.
• Ensure the delivery of a high-quality response to hard-to-reach areas and communities. This includes maintaining diverse stakeholder engagement, partnerships, and adherence to humanitarian principles whilst maintaining relevant safety for staff & security risk mitigations
• Ensure the delivery of evidence-based services that are flexible, safe and inclusive, and that increase accountability to affected populations.
• As delegated by the Country Director, represent NRC in coordination and engagement with external stakeholders at national and local level. This includes, but is not limited to, UN, NGOs, donors/embassies, and authorities.
• Ensure delivery of relevant and impactful emergency response at AO-level by enhancing leadership, preparedness, and response capacity.
• Be responsible for implementation of projects, ensuring optimal use of resources within the allocated project budgets and CC strategies in compliance with contractual commitments and aligned to regional and global strategies.
• Organise grants opening and closure meetings at Area Level.
• Promote the rights of IDPs/returnees and refugees in line with the advocacy strategy.

What you will bring

• Minimum 5 years of experience from working as a Senior Project Manager in humanitarian/recovery context.
• Previous experience of working in complex and volatile contexts.
• Knowledge of the context in Libya
• Experience with remote management and delivering assistance in hard-to-reach areas
• Change management experience coupled with implementation of policies and procedures.
• Experience with leadership development – capacity building of staff to take on senior leadership positions.
• Ability to work collaboratively with others and good at managing competing deadlines and work pressures.
• Analytical, innovative and adaptable to changing context and priorities
• Fluency in English, both written and verbal.
• Fluency in Arabic language is a benefit

What we offer:

• Duty station: Tripoli Libya (subject to receiving a visa. Libya is subject to regular barriers to international access. As such, the successful candidate may be required to work remotely from Tunis or elsewhere until international travel is feasible.)
• Contract: 12 months with possibility of extension.
• Travel: 20-30%.
• Salary/benefits: Grade 10 on NRC’s salary scale, with accompanying terms and conditions
