Appel d’offre pour contrat de services – déroulement du Projet de Baromètre sur la localisation de l’Aide au Niger
ICVA recherche une organisation nationale pour prendre en charge les activités spécifiques du projet de Baromètre de la localisation de l’Aide dans le pays de mise en œuvre.
A propos d’ICVA
Fondée en 1962, ICVA (International Council of Voluntary Agencies) est un réseau mondial de plus de 160 organisations non gouvernementales (ONG) actives dans 160 pays, opérant aux niveaux mondial, régional, national et local, dont la mission est de rendre l’action humanitaire mieux fondée sur des principes et plus efficace en travaillant collectivement et indépendamment pour influencer les politiques et les pratiques. ICVA promeut et facilite l’engagement efficace des ONG dans le secteur humanitaire, en mettant l’accent sur les migrations forcées, la coordination humanitaire, le financement humanitaire et les questions transversales de renforcement du système.
A propos du Projet de Baromètre sur la localisation de l’Aide :
La localisation est devenue un thème incontournable de l’aide humanitaire ces dernières années. Depuis les engagements du Grand Bargain et spécifiquement ces 2 dernières années en Afrique de l’Ouest et Centrale, plusieurs initiatives ont été entreprises pour améliorer et accélérer la place et le rôle des acteurs nationaux dans les réponses humanitaires : sièges permanents à l’EHP et dans les principaux forums de coordination, partenariats et initiatives de renforcements de capacité plus nombreux, amélioration de l’accessibilité direct aux fonds, forum/groupes de travail localisation, etc.
Cependant, à ce jour, en l’absence d’objectifs clairement établis et de critères de mesures clairs, il est difficile d’estimer les avancées en matière de localisation et les étapes qui restent encore à parcourir. A partir d’un co-financement de BHA et NORCAP, ICVA a proposé le développement d’une méthodologie régionale et pays qui permettra d’évaluer quantitativement et qualitativement le degré de localisation des réponses humanitaires, d’en suivre l’évolution dans le temps et d’identifier les succès et les défis dans chacun des pays d’Afrique de l’Ouest et Centrale afin de pouvoir :
Le projet se veut régional afin d’assurer une harmonisation, une analyse comparative, un échange constructif de bonnes pratiques et de leçons apprises entre les pays, mais il se base avant tout sur une emprise, un leadership et un suivi au niveau national afin de garantir une adéquation avec les besoins et attentes des acteurs nationaux, une appropriation complète du projet par ces derniers et donc une meilleure durabilité.
L’objectif de cet appel est d’identifier un contractant pour mettre en œuvre les activités du projet au niveau pays.
1. Services et livrables attendus
A. Planification et suivi du projet
Le contractant sera chargé de la gestion et de la coordination générale du projet de Baromètre de la localisation de l’aide humanitaire à l’échelle du pays. Il devra assurer la planification rigoureuse, l’exécution et le suivi des activités du projet de Baromètre localisation dans les délais indiqués, à savoir de septembre à décembre 2024. Il assurera le suivi budgétaire des activités du projet ainsi que le reporting auprès d’ICVA.

B. Contacts clés
Le contractant sera chargé d’identifier les participants concernés d’une manière inclusive et de les mobiliser pour assurer leur participation et leur adhésion au projet. Le contractant développera une liste de contact exhaustive de toutes les personnes impliquées dans le projet, comprenant les contacts complets et à jour de tous les acteurs pertinents (nom, organisation, poste, email, etc.) : ONGI, ONGN, associations locales et/ou de la société civile, bailleurs de fonds, agences des Nations Unies, structures/organes de coordination, Gouvernement, etc.

C. Réunions de présentation et d’échanges sur le projet
Une série de réunions sera organisée par le contractant, avec les différents acteurs parties prenantes du projet (ONGI, OCHA, etc.) et avec la participation d’ICVA et de NORCAP, avant le lancement du projet pour en faire la présentation, puis en cours de projet pour un suivi spécifique, en fonction des demandes et des besoins. Le contractant sera chargé de préparer les réunions (agenda, liste de participants), d’envoyer les invitations, de rédiger et partager les comptes-rendus ainsi que d’effectuer un suivi avec les personnes ou organisation pertinentes si nécessaire en fonction des discussions/décisions.

D. Management du comité de pilotage national du projet
En début de projet, le contractant constituera un comité de pilotage national qui sera constitué de représentants des principales parties prenantes du projet (composition à discuter avec ICVA) qui fournira des conseils et un soutien stratégique tout au long de la mise en œuvre du projet.Il organisera (invitations, agendas, participants, comptes-rendus, listes de présence) des réunions régulières du comité pour surveiller l’avancement du projet, identifier les défis potentiels, formuler des recommandations et apporter un appui à l’équipe technique de mise en œuvre au niveau national.

E. Management d’un consultant national ou d’une équipe de consultants nationaux
Le contractant recrutera et gèrera un consultant national ou une équipe de consultants nationaux (en fonction des besoins et des capacités du contractant). Il s’agira d’effectuer le processus de recrutement avec la participation d’ICVA, d’accompagner le(s) consultant(s) dans la prise en main et la compréhension du projet, dans le suivi des activités ainsi que de suivre les jours travaillés et les livrables attendus. Le(s) consultant(s) national(ux) bénéficiera(ont) d’un appui technique de la part d’ICVA pendant toute la durée du projet.

F. Revue et finalisation de la documentation et des outils du projet
Le contractant devra fournir des retours détaillés et concertés (si nécessaire) sur les documents et les outils de projet produits par ICVA et/ou par le(s) consultant(s) et sera chargé de finaliser la documentation nécessaire avant envoi, diffusion et/ou utilisation. Cela permettra d’assurer une qualité et une cohérence des documents et des outils selon les attentes et les besoins des participants et/ou des parties prenantes et/ou d’ICVA.

G. Productions
Le contractant est responsable du processus d’étude dans son ensemble et de la production du rapport issue de celle-ci. Le(s) consultant(s) pourra effectuer le travail d’analyse et le premier draft de rapport, mais le contractant devra y contribuer et s’assurer que le rapport final attendu contienne une analyse approfondie de la situation de l’agenda localisation dans le pays, basée sur la définition qui en sera réalisée lors de l’atelier d’introduction ainsi que sur les données qui seront collectées sur cette même base. Ce rapport devra respecter la trame fournie par ICVA.

H. Liste de documents clés et de contacts pour la collecte de données
Le contractant constituera une liste de documents clés adaptés au contexte ainsi qu’une liste de contacts des personnes pressenties pour les entretiens et/ou focus groupes afin de supporter le travail du consultant dans sa collecte de données secondaires et de données qualitatives.

I. Invitations et relances internes et externes
Le contractant appuiera le(s) consultant(s) dans la collecte de données primaires, secondaires et qualitatives. Il enverra des demandes spécifiques aux personnes ciblées (recherche de documentation, questionnaires, entretiens/focus groupes), suivra les taux de réponses reçues et effectuera des relances régulières par email et par téléphone si nécessaire.

J. Organisation des ateliers en lien avec le projet
Le contractant organisera, avec l’appui du(des) consultant(s) et d’ICVA au minimum 2 ateliers pendant la durée du projet.
Le premier en début de projet sera un atelier de 2 jours basé sur la bibliothèque d’indicateurs développée précédemment dont l’objectif sera de :
Le deuxième en fin de projet, sera un atelier d’une journée qui aura pour objectif de restituer les résultats de l’étude mais également d’entamer la discussion sur ses suites/son utilisation.
Pour chaque atelier, le contractant devra assurer une représentation inclusive et équilibrée des différents acteurs (ONGN, ONGI, UN, bailleurs, Gouvernement) en fonction de la pertinence, du contexte et des attentes. Il assurera la logistique de l’atelier, la communication (invitations, réservation de salle, repas, supports, presse, matériel, etc.), la restitution et le suivi si nécessaire (en fonction des décisions/discussions).

2. Conditions obligatoires
A. Communication
Le contractant devra inclure ICVA dans toutes les communications internes ou externes liées au projet. ICVA fournira la liste de contacts pour ce faire en début de contrat.
Par ailleurs, le contractant s’engagera à faciliter une communication fluide, réactive et respectueuse entre toutes les parties prenantes du projet, au niveau national ainsi qu’avec le niveau régional.
B. Inclusivité
Le contractant s’engage à adopter une approche inclusive, en établissant des partenariats diversifiés et respectueux. En tant qu’organisation nationale, il devra s’assurer que les autres parties prenantes nationales soient également parties prenantes du projet.
C. Cohérence
Le contractant devra assurer que le projet contribue positivement et devra assurer l’alignement du projet avec les priorités du niveau pays autour de la localisation et/ou du plan de réponse humanitaire, ou de toute autre initiative/approche/guidance nationale en lien avec la localisation.
D. Relations avec ICVA
ICVA fournira un accompagnement pendant toute la durée du contrat.
Le contractant s’engagera à utiliser les formats des documents et outils qui seront fournis par ICVA pour l’ensemble des documents et outils nécessaires pour la conduite et la gestion du projet.
Le contractant s’engagera à documenter l’espace en ligne qui lui sera mis à disposition avec toute la documentation de gestion et de suivi de projet ainsi que l’ensemble des livrables.
ICVA, en tant que client, validera l’ensemble des livrables qui lui seront envoyés. Il est attendu que le contractant prenne en considération les retours qui seront fait de sorte à répondre aux attentes qui seront précisées.
ICVA, en tant que client, reste propriétaire des données et des livrables du projet. Le partage et l’utilisation externe des documents, des outils, des données et des livrables se fera uniquement avec l’accord préalable d’ICVA. Le contractant s’engagera à respecter une clause de confidentialité sur les documents, outils, données et livrables en lien avec ce projet.
Les contractants intéressés doivent démontrer leur capacité à atteindre ces objectifs et à produire les résultats attendus dans le cadre de la mise en œuvre du Baromètre de la localisation et dans les délais impartis.
