REACH est né en 2010 en tant qu’initiative conjointe de deux ONG internationales (IMPACT Initiatives et ACTED) et du Programme des Nations Unies pour les applications opérationnelles par satellite (UNOSAT). L’objectif de REACH est de promouvoir et de faciliter le développement de produits d’information qui améliorent la capacité de prise de décision et de planification de la communauté humanitaire dans les contextes d’urgence, de reconstruction et de développement. REACH facilite la gestion des informations pour les acteurs de l’aide à travers trois services complémentaires : (a) l’évaluation des besoins et de la situation facilitée par les équipes REACH ; b) analyse de la situation à l’aide de l’imagerie satellite ; c) mise à disposition de bases de données et d’installations de cartographie (Web) et d’expertise connexes.
IMPACT Initiatives est une ONG humanitaire basée à Genève, en Suisse. L’organisation gère plusieurs initiatives, dont l’initiative REACH. L’équipe IMPACT est composée de spécialistes en collecte, gestion et analyse de données et SIG. IMPACT a été lancé à l’initiative d’ACTED, une ONG internationale dont le siège est basé à Paris et est présent dans une trentaine de pays. Les deux organisations ont une forte complémentarité formalisée dans un partenariat mondial, permettant à IMPACT de bénéficier du soutien opérationnel d’ACTED dans ses domaines d’intervention.
La République Centrafricaine (RCA) est sujette à une crise prolongée datant de plus d’une décennie. L’instabilité, due notamment au contexte politique, a engendré de grands défis humanitaires. Près de trois quart de la population vit sous le seuil de pauvreté. D’après le Humanitarian Needs Overview (HNO) pour l’année 2023, 3,4 millions de personnes sont estimées être dans le besoin d’assistance humanitaire.
La RCA continue à faire face à une grave crise de protection, avec une augmentation constante des violations des droits humains et du droit international humanitaire malgré la signature de l’Accord Politique pour la Paix et la Réconciliation en 2019. Ceux qui souffrent le plus, ce sont les populations civiles. Un Centrafricain sur quatre est déplacé soit à l’intérieur du pays ou dans un pays voisin, et les vagues de retour de personnes déplacées et rapatriées ont considérablement ralenti. En 2022, 3,1 millions de personnes auront besoin d’assistance humanitaire et de protection. La paupérisation des ménages et la dégradation des services essentiels ont considérablement impacté leurs conditions de vie. Désormais, les deux-tiers de la population lutte au quotidien pour se soigner, se nourrir, se loger, envoyer leurs enfants à l’école ou s’approvisionner en eau potable
IMPACT opère en RCA depuis 2015 à travers son initiative REACH soutenant le mécanisme de réponse rapide dans une capacité de gestion de l’information. A’ partir de 2019 les activités de REACH se sont développé exponentiellement, avec la mise en œuvre d’évaluations multisectorielles de besoins sur tout le territoire, y inclus dans les zones difficiles d’accès, avec l’objective de soutenir et informer la planification de la réponse humanitaire.

Sous la direction de la coordinatrice pays d’IMPACT en RCA, le/la Responsable de Recherche sera en charge de la gestion de l’unité de recherche « Planification Humanitaire », regroupant la gestion des activités en lien avec la planification et priorisation de la réponse humanitaire. L’Unité regroupe notamment l’evaluation à l’échelle national de besoins multisectoriels (MSNA) : le suivi de l’évolution des besoins humanitaires (HSM) et l’appui en termes de gestion de l’information a mechanism de response rapide (RRM). Cette unité a pour objectif d’assurer la pertinence et l’impact stratégique de l’ensemble des activités REACH Initiatives sur les acteurs et la réponse humanitaires en RCA

La ou le Responsable de Recherche REACH maintiendra la confidentialité la plus stricte sur toutes les données collectées et les processus associés, et prendra activement des mesures pour empêcher le partage non autorisé des informations et données appartenant à IMPACT et ses partenaires, ou collectées lors de sa mission avec IMPACT.
REDEVABILITE ENVERS LES COMMUNAUTES ET POPULATIONS AFFECTEES
Le membre du personnel est chargé de veiller à ce que toutes les relations avec les communautés ciblées par IMPACT et les travaux des partenaires soient menés de manière respectueuse et consultative. Il convient de veiller à ce que les communautés soient correctement consultées et informées des objectifs, des activités, des critères de sélection des bénéficiaires et des méthodologies du programme IMPACT. Cette responsabilité incombe à chaque membre du personnel d’IMPACT.
• Formation universitaire : Excellentes qualifications universitaires, y compris un Master dans une discipline pertinente (relations internationales, sciences politiques, recherche sociale, sociologie, économie, études de développement, ou similaire) ;
• Expérience en gestion RH : Expérience préalable dans un rôle de manager dans une ONGI sur le terrain. Expérience avérée de la gestion d’équipes internationales et nationales dans des contextes humanitaires ;
• Environnement multipays : Capacité à travailler sur plusieurs projets et plusieurs pays en même temps. Adaptation rapide à de nouveaux contextes ;
• Compétences en matière de communication et de rédaction de rapports Excellentes compétences en matière de communication et de rédaction de rapports efficaces, y compris une expérience avérée dans la contribution à des présentations/briefings de haut niveau ;
• Années d’expérience professionnelle Au moins 3 ans d’expérience professionnelle pertinente ou une progression avérée au sein d’IMPACT ;
• Compétences en matière de recherche : Excellentes compétences en matière de recherche et d’analyse. Expérience et compétences avérées en matière d’analyses qualitatives et quantitatives.
• Compétences logicielles Connaissance avérée de la suite Microsoft Office, notamment d’Excel. de Word, Excel et PowerPoint. Des compétences avancées en R, ou autres logiciels d’analyse statistique sont un avantage. Une expérience avec InDesign, Tableau ou Power Bi est un fort atout ;
• Niveau d’indépendance Une personne autonome avec une capacité avérée à travailler de manière indépendante et une proactivité dans la priorisation de ses activités ;
• Environnement de travail interculturel Capacité à fonctionner dans un environnement interculturel nécessitant de la flexibilité ;
• Compétences linguistiques Maîtrise du français et de l’anglais requise
REMUNERATION ET AVANTAGES
o NB – Les salaires d’IMPACT sont strictement déterminés par notre grille salariale en fonction du grade du poste et du niveau d’éducation du personnel. Un ajustement de sécurité et/ou d’isolement dépendant du lieu est ensuite appliqué pour tenir compte du fait que certains membres du personnel doivent travailler dans des endroits difficiles où les conditions de vie et de travail sont beaucoup plus difficiles qu’ailleurs.
