
I retired from the Parliamentary Commission of Uganda in 2018 as the Director of Corporate Planning & Strategy, a position I held for fourteen (14) years from November 2004. My main responsibilities include reviewing and updating the Parliamentary Strategic Plan (PSP), compilation of Quarterly and Annual Work plans for Parliamentary Committees and departments, Monitoring and Evaluation of the Performance of the institution of Parliament, serving as the focal point person linking Parliament to all national, regional and global Planning institutions and frameworks to ensure that the PSP is fully harmonized and aligned to the Uganda Vision 2040, the National Development Plans (NDPs) as well as to the AU Agenda 2063- “The Africa we Want” and the Sustainable Development Goals (SDGs). My key responsibilities in supervising the implementation of the PSP include, but are not limited to: Resource mobilization for parliamentary strengthening and development; human and institutional Capacity Building for Members of Parliament and staff; strengthening linkages between Parliament and the National Planning Authority, Local Governments, Civil society organizations and other stakeholders as well as coordinating the utilization and accountability for all development partners’ support on behalf of the Parliamentary Commission.
In the last twelve years, I have coordinated and managed large multi-dollar programmes funded by UNDP, European Union, USAID, AWEPA and basket funds jointly funded by the World Bank and the Governments of UK, Norway, Sweden, Denmark, The Netherlands, Ireland and Germany. These funds were used for parliamentary strengthening activities.
I was awarded “Best Director of the Year 2016/17” accolade by the Parliamentary Commission.
In 2017, I formulated the first Governance Manual for the Parliamentary Commission.
I am currently the Chairman of the Contracts Management Committees for two large on-going projects for the Parliamentary Commission, namely:
Contract for the audit of the Office of the Auditor General of Uganda covering a period of 12-years, 2005/06 to 2016/17.
Contract for the establishment of the Parliamentary FM Radio Stations and Television.
I have served on a number of Boards and Governing bodies including the following:
Member of the University Council for Makerere University Business School
Member of the National Council of the Uganda National Bureau of Standards
Member of the Board of Trustees of the Parliamentary Pensions Scheme
Member of the University Council for the International University of East Africa
Vice Chairman of AGARU SACCO.
Currently, I serve as a Board member on the Planning, Development & Rehabilitation Board of the Province of the Church of Uganda.
I have also been providing Consultancy services to regional parliaments in Africa. Under AWEPA financing I developed the First Strategic Plan for The Legislature of the Republic of South Sudan and I carried out several capacity building workshops for Hon. Members and staff of The House of the People of the Federal Republic of Somalia.
In October 2016, I was invited as guest speaker and I presented a paper entitled: “BUILDING TO LAST: PARLIAMENTARY SUPPORT FOR SUSTAINABLE OUTCOMES” at the Inter-Parliamentary Union (IPU) First Experts Round Table Conference on Common Principles for Parliamentary Development, in Geneva, Switzerland.
Prior to joining the Parliamentary Commission I worked as a Statistician, Senior Planner, Manager Corporate Planning and General Manager Corporate Services with the defunct Uganda Electricity Board.
As a consultant, in 2004, I teamed up with Mr. Stephen Karekezi of AFREPREN, Nairobi, Kenya and others to carry out an “Intervention Planning Mission” jointly commissioned by the Government of Kenya and the Government of the Kingdom of Finland. This Planning Mission’s objective was to study and recommend “strategies to improve living conditions of the rural poor in Kenya through increased access to energy”. The assignment was successfully concluded in record time by November, 2004.
From 1988 to 1993, I worked in Banjul, The Gambia as a United Nations Volunteer (UNV) funded by the United Nations Development Programme (UNDP), in the Bureau of Statistics, Ministry of Finance and Economic Development.
