About the project
The Building Climate Resilience by Linking Climate Adaptation and Social Protection through Decentralised Planning in Mozambique (LINK) is a five-year initiative supported by the Green Climate Fund (GCF) and approved by the GCF Board on 18 July 2024. The project is implemented from 23 October 2024 to 22 October 2029, with Save the Children Australia serving as the GCF Accredited Entity.

The project seeks to strengthen the resilience of vulnerable children, households, and communities to climate-related risks by linking climate change adaptation, social protection, and decentralised planning. It aims to strengthen the capacity of communities and local institutions to anticipate, prepare for, and respond to climate-related shocks while improving food and water security, livelihoods, health and well-being, and resilient infrastructure.

The project is being implemented across three provinces—Gaza, Manica and Tete—and nine districts: Massangena, Mabalane and Mapai in Gaza; Machaze, Guro and Tambara in Manica; and Doa, Moatize and Mutarara in Tete.
Implementation is undertaken through a partnership between Save the Children International Mozambique (SCIMOZ), the Ministry of Agriculture, Environment and Fisheries (MAAP), and Save the Children Norway (SCN), under the overall accreditation of Save the Children Australia.

The project contributes to the GCF adaptation result areas of increased resilience of vulnerable people, communities and regions, and increased resilience of health and well-being, food and water security.

The intervention is structured around three key result areas:
Outcome 1: Strengthened institutional and community capacity at district and provincial level on climate resilient measures that meet local needs
Outcome 2: Priority locally led adaptation actions and social protection support identified in Local Adaptation Plans (LAPs) implemented by communities and local governments
Outcome 3: Improved enabling environment through climate change adaptation mainstreaming into district development planning and budgeting, policy dialogue, dissemination, and learning

The project is expected to reach approximately 414,857 direct beneficiaries, including 233,116 women and girls, and approximately 559,863 indirect beneficiaries, including an estimated 285,530 women and girls.
By connecting climate adaptation with social protection and decentralised planning, LINK seeks to contribute to more inclusive, locally relevant and sustainable approaches to climate resilience in Mozambique.

A place to make a difference
Save the Children is seeking an international independent consultant or consultancy team to lead the midline evaluation of the LINK project, covering the implementation period from 23 October 2024 to 31 March 2027.
As the project will continue until October 2029, this evaluation will be primarily formative and provides an opportunity to assess progress at an early stage of implementation and generate evidence and learning to inform adaptive management, programme improvement, accountability and strategic decision-making during the remaining project period.

The evaluation will assess the relevance, coherence, effectiveness, efficiency, emerging outcomes, sustainability and inclusiveness of the project, while examining the extent to which the intervention is contributing to strengthened climate resilience through the integration of climate adaptation, social protection and decentralised planning.
The consultant will work closely with Save the Children, government counterparts, implementing partners, communities and other relevant stakeholders to generate credible evidence, identify lessons, and develop practical recommendations for strengthening implementation and sustainability.

In this consulting assignment you will:
• Lead the design and delivery of the project evaluation, including development of the inception report, evaluation matrix, methodology, sampling approach and data collection tools.
• Review relevant project documentation, monitoring data, baseline and other available evidence to assess progress towards intended results and identify key evidence gaps.
• Conduct quantitative and qualitative data collection in selected project locations, including key informant interviews, focus group discussions, community consultations and other appropriate methods.
• Engage with project participants, communities, government stakeholders, implementing partners and Save the Children teams at relevant national, provincial and district levels.
• Assess the project’s contribution to climate resilience, social protection, decentralised planning, food and water security, livelihoods, health and well-being, and resilient infrastructure.
• Assess the extent to which the project is addressing the needs of women, girls, children, persons with disabilities and other vulnerable groups, including consideration of gender and social inclusion.
• Analyse and triangulate quantitative and qualitative evidence to identify results, emerging outcomes, good practices, implementation challenges and factors influencing project performance.
• Facilitate stakeholder reflection and validation of emerging findings and recommendations.
• Produce a high-quality draft and final evaluation report, including clear, prioritised and actionable recommendations.
• Develop an accessible evaluation summary/learning brief highlighting key findings, lessons and recommendations for programme and stakeholder use.
• Ensure that all evaluation activities comply with Save the Children safeguarding, ethical, data protection and research standards.

This consultancy requires:
• Minimum 7 years of demonstrated international experience conducting evaluations, research or learning assignments, preferably involving complex, multi-sector development, climate resilience, social protection or humanitarian programmes.
• Demonstrated expertise in climate change adaptation, climate resilience and/or social protection, preferably in the context of decentralized planning and local governance.
• Proven experience in designing and implementing mixed-methods evaluations, including quantitative and qualitative data collection and analysis.
• Strong experience in conducting field-based research and consultations with communities, including vulnerable and marginalized populations.
• Demonstrated ability to analyze programme performance and generate evidence-based, practical and actionable recommendations.
• Experience working with government institutions, development partners, NGOs and community structures in Mozambique or similar contexts.
• Strong understanding of gender equality, disability inclusion, child-sensitive programming and social inclusion.
• Excellent analytical, report-writing and communication skills, with the ability to present complex findings clearly to technical and non-technical audiences.
• Fluency in English and Portuguese is required. Knowledge of relevant local languages used in the project areas will be considered an advantage.
• Previous experience evaluating projects funded by the Green Climate Fund or other climate finance mechanisms is highly desirable.
• Willingness and ability to comply with Save the Children safeguarding policies, Code of Conduct and ethical requirements.

The technical and financial proposals will be evaluated based on both technical quality and financial value, with particular consideration given to the proposed methodology, relevant experience, feasibility of the approach, and the clarity and completeness of the financial proposal.
