The role
The Regional Humanitarian Capacity Building (HCB) Programme Manager role is aimed at ensuring that capacity building forms an integral part of complex large-scale responses, and consequently remains with Country Office (CO) teams once the response has moved into recovery phase; and surge teams withdraw. H/She will work closely with COs and Regional Office to support the consolidation of the regional Humanitarian Standby Surge (HSS) according to the Surge Model Review. H/She will ensure humanitarian capacity building activities are fit for purpose and meet expectations against Save the Children quality benchmark, in line with the organisational Humanitarian Ambition 2019-2021.
The Regional HCB Programme Manager will work with key strategic stakeholders such as local and national NGOs, national and local government, learning providers and humanitarian practitioners who have or would have a role in capacity development during humanitarian response to build relationships and identify opportunities for collaboration in case of response. They will research and support existing capacity development offers where possible and only develop new ones where there is no existing offer. They will be able to build on a number of Save the Children programmes covering a variety of technical and operational topics.
Working with the Regional Office and Country Offices teams, the Regional HCB Programme Manager will support colleagues in ensuring that the HCB initiatives which result are consistent with Save the Children programming principles and approaches, draw on relevant best practices and lessons learned, and result in more efficient and effective localisation of responses. This involves providing continued support to the Country Office until the agreed end phase of capacity building in the response.
The Regional HCB Programme Manager will represent Save the Children when appropriate with local authorities, partner organisations, and other agencies. This includes identifying and joining relevant networks and possibly, facilitating new ones.
