The government of Niger has received a grant and a credit from the International Development Association (IDA) as part of the implementation of the NIGER-LIRE ( Learning Improvement for Results in Education) Project and intends to use a part of the funds for the recruitment of an Assistant Accountant of the Technical Regional Coordination Unit of the LIRE project in Zinder.
Context
The Nigerien education system operates in a context marked by strong demographic pressure, limited resources and the risk of major vulnerabilities. The strong demographic growth (3.9% per year) and the massive rejuvenation of the population, with 54% of Nigeriens under the age of 15, lead to a significant flow of children of age to enter the 1st year of the school cycle. Thus, the number of children in school is expected to reach more than one million each year by 2030, against around 500,000 currently.
The priority that the Nigerien government gives to the education and training sector is reflected in the size of the budgetary resources allocated to this sector. In 2016, public spending on education represented 20.7% of the total state budget and 5.2% of GDP.
To support the efforts of the State, the Technical and Financial Partners (PTF) provide invaluable assistance in various forms for the financing of the PSEF. The World Bank is therefore planning to strengthen its technical and financial support to the Nigerien education sector through the new partnership framework (CPF) concluded between the two parties for the period 2018-2022. This provides for new support to the education sector through IDA funding to contribute to the third pillar of the CPF on improving human capital and social protection and its objective of improving access to training and quality education.
Building on the World Bank’s new approach to education and the government’s strong political commitment, the new project entitled LIRE ( L earning I mprovement for R esults in E ducation) will help eradicate education in Niger through the development and implementation of a new set of policies focused on the main determinants of the learning crisis, and on the acquisition of reading skills in education basic.
The project development objective (PDO) is to improve the quality of teaching and learning conditions in the determined regions and to strengthen the planning and management of the education system.
In order to support the Project Coordination Unit (PCU), the creation of five regional technical coordination units (UTCR) is planned, ie one in each of the following regions: Diffa, Maradi, Tahoua, Tillabéry and Zinder. Each UTCR will have in addition to the Regional Coordinator, a technical team composed of an accounting assistant and an internal controller and a support staff composed of driver, guard and administrative assistant.

Responsibilities :
Under the authority of the Regional Coordinator and the functional supervision of the Accountant of the PCU, the Accountant Assistant of the Technical Regional Coordination Unit of the LIRE project ensures the necessary accounting and financial tasks at the regional level to facilitate the implementation. implementation of the project by the MEP and the MES, in compliance with the basic documents of the LIRE project, in particular, the financing agreements and the various manuals.

The position is based in the capital of the chosen region with frequent trips in the region and in the country.
The duration of the contract of the regional accounting assistant is one (1) year, with a trial period of 6 months, renewable for the duration of the project at most according to the contract he will have signed with the supervisory authority. of the project in agreement with the World Bank. The project will provide the Regional Accountant Assistant with all the documents, files and tools appropriate and necessary for the performance of his mission. The Regional Accountant will have the status of consultant in accordance with the “Procurement Regulations for Borrowers seeking the Financing of Investment Projects (FPI)” of the World Bank, adopted in July 2016 and revised in November 2017 and August 2018, which stipulates in its article 3.23.d. “ On a case-by-case basis, the Bank may agree to engage public administration officials and officials from the Borrower’s country under Consultant contracts in said country, either individually or as a member of the experts proposed by a consulting firm, only when: (i) their services are unique and exceptional, or their participation is essential for the execution of the project;(ii) their engagement will not create a conflict of interest; and (iii) their commitment does not violate any law, regulation or policy of the Borrower ” .
Selection procedures and method
The recruitment will be done according to the method of selection of individual consultants (IC) in accordance with the procurement provisions contained in the “Procurement Regulations for Borrowers seeking the Financing of Investment Projects (FPI)” of the World Bank. adopted in July 2016 and revised in November 2017 and August 2018.
