Context:
IOM Somalia’s Environmental Peacebuilding portfolio within Community Stabilization programming acknowledges the interconnectedness of environmental sustainability, conflict prevention, and peacebuilding. Recognizing that environmental issues can exacerbate conflicts, act as triggers for new conflicts, and cause displacement and instability, IOM aims to address these challenges through a holistic and regenerative approach. By integrating activities related to green economy, green governance, and green environment, IOM seeks to promote sustainable peace by fostering cooperation, addressing root causes of conflict, and promoting inclusive, equitable, ecologically-sound development.
In areas affected by Al-Shabaab and fragile regions where community stabilization teams operate, such as the districts in Hirshabelle State of Jowhar, Mataban, and Balad, IOM implements a holistic, regenerative approach rather than isolated interventions. This approach aims to enhance synergies between different activities and actors to maximize their collective impact on peacebuilding efforts.
IOM ensures that its environmental peacebuilding activities involve local communities, especially those affected by conflicts and environmental issues, in the planning and implementation processes. This inclusive approach aims to contribute effectively to stability, resilience, peace, and sustainable development in unstable, conflict-affected, and newly recovered areas of Somalia.
With increasing presence, funding, and involvement in Hirshabelle State, particularly in the Jowhar District, IOM is engaged in the Jowhar Offstream Storage Project (JOSP), comprised of the FCDO-funded ‘RESTORE,’ USAID-funded ‘TRANSFORM,’ and SJF-funded ‘Maryeenta’ programmes. These initiatives will collaborate with the PBF-funded IOM-FAO joint pilot project ‘YOUTH ACT’, and the Danish-funded ‘Forging a Greener Peace in the Hirshabelle State of Somalia’ program. These initiatives may lead to further engagements in the area through additional partnerships and programs.
To enhance implementation capacity and local connectivity, and to build on the JOSP dashboard (Human Ecology Assessment Tool), IOM seeks to consolidate its presence in Jowhar and recruit a Project Manager (Regenerative Resilience). Under the overall supervision of the Senior Programme Coordinator (Community Stabilization) and the direct supervision of the Programme Manager (Environmental Peacebuilding), the Project Manager (Regenerative Resilience) will be responsible to manage all JOSP and related projects, coordinate with government and partners, and align with layered IOM initiatives in Jowhar.

Required Qualifications and Experience:
IOM’s official languages are English, French, and Spanish. All staff members are required to be fluent in one of the three languages.
For this position, fluency in English is required (oral and written). Working knowledge of Somali is an advantage.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
With frequent travels to Somalia.

Appointment will be subject to certification that the candidate is medically fit for appointment, accreditation, any residency or visa requirements, and background verification and security clearances. Subject to certain exemptions, vaccination against COVID-19 will in principle be required for individuals hired on or after 15 November 2021. This will be verified as part of the medical clearance process.
