In spite of its vast physical size and limitless natural resources, the Democratic Republic of Congo (DRC) is one of the poorest countries in the world, ranking 176th out of 188 countries in the 2015 human development report. Child poverty is widespread, particularly in conflict-affected and hard-to reach areas. According to a recent UNICEF study, 80 percent of children aged zero to 15 years old experience at least two major child rights deprivations. Despite sustained growth in recent years, the size of DRC’s economy remains far too small to provide enough government revenue to meet the basic needs of the population, children in particular. Since 2016, political instability, the persistence of conflicts in Eastern DRC and a sharp fall in global commodity prices have been aggravating factors.
DRC is one of the over 190 countries and territories around the World where UNICEF works to overcome the obstacles that poverty, violence, disease and discrimination place in a child’s path.
The Minister of Health (MoH) of the Democratic Republic of Congo declared a new outbreak of Ebola Virus Disease (EVD) on 1 August 2018, following the confirmation of four cases of Ebola in the Mabalako Health Zone of the territory of Beni, North Kivu province, Eastern DRC.
The Ebola outbreak in the Democratic Republic of the Congo (DRC) continues to take place in the provinces North Kivu and Ituri, both affected by conflict and armed violence.
As of June 9th, a total of 2062 confirmed (1,968) and probable (94) EVD cases have been reported, of which 1,390 died (case fatality ratio 67 per cent).
Purpose of the job
Under the overall guidance of the Ebola Coordinator and the Operations Manager, the Operations Specialist – Internal Control is responsible for supporting the DRC Office in mitigating risks related to governance, programmes (including emergency programmes) and operations processes in its Ebola Response. S/he will provide adequate and continuous feedback to the Ebola Coordinator and the Operations Manager on the quality, relevance and efficiency of programmes and operational implementation in the Ebola Response and adherence to UNICEF’s zero tolerance for corruption, in addition to and independently from the monitoring carried out by zone/provincial and Kinshasa offices.

QUALIFICATIONS AND COMPETENCIES
EDUCATION:Advanced university degree in Business administration and financial management. A Bachelor level degree in combination with additional years of relevant professional work experience may be accepted in lieu of an advanced university degree.
WORK EXPERIENCE:Â Five years of continuous professional work experience of managing large projects or programmes, including financial management, particularly developing and implementing financial control system, preferably with an international development agency or NGO.
LANGUAGES:Fluency in French is required. Fluency in English is highly desirable.

Technical Knowledge

• Advanced knowledge of one or more of the technical areas of UNICEF programmes.
• Advanced Technical Knowledge of the theories, principles and methods in the following areas: communication for behavior change, WASH in schools, water supply projects management, monitoring and evaluation; integrated water resource management appropriate water supply and quality technology i.e. community based water supply.

Knowledge of the latest theories, technology and practices in:
• Community based sanitation i.e.: hygiene education or latrine construction and waste management.

• Methodology of programme/project management.
