Job Vacancy: Key Expert 1 – Technical Vocational Education and Training (TVET)
Location: Mauritania
Duration: December 18, 2024 – June 30, 2026
We are looking for an experienced Key Expert in TVET to play a vital role in supporting capacity development efforts within the Ministry of Vocational Training, Handicrafts, and Trades (MFPAM) in Mauritania. The successful candidate will work alongside the Team Leader to assess capacity needs, develop training strategies, and advise on technical vocational education and training (TVET) initiatives to enhance the employability of graduates.
Key Responsibilities
- Capacity Development Needs Analysis: Conduct a thorough capacity development needs analysis for target ministries and affiliated agencies.
- Benchmarking: Prepare regional and international benchmarks to inform standards, norms, and best practices relevant to staff and skills development.
- Strategy Development: Design a comprehensive staff and skills capacity development strategy tailored to the needs of MFPAM and related agencies.
- Support in Advisory Services: Assist the Team Leader in developing concepts for advisory, training, and coaching, as well as the creation of curricula and training materials.
- Technical Advice: Provide expert advice on capacity development strategies for effective cross-ministry coordination.
- Monitoring & Evaluation: Support the Team Leader in impact monitoring and evaluate the success of all work packages in achieving project goals.
Qualifications
- Education: University degree (master’s level) in Technical Vocational Education and Training (TVET), Social Sciences, or a related field.
- Language Proficiency: C1-level proficiency in French (mandatory), C1-level in German and English is also advantageous.
- Professional Experience: At least 7 years of experience in a TVET ministry or institution.
- Specific Expertise: 7 years in organizational and human resources development, with a focus on TVET.
- Leadership Experience: 7 years of experience managing teams in development projects, private sector companies, or other organizations.
- Regional Experience: Minimum of 4 years in West Africa or Maghreb regions.
- Development Cooperation: 6 years of experience working on development cooperation projects with an emphasis on organizational and human resources development.
- Trainer Experience: 2 years of experience as a trainer in organizational development.

We are looking for a skilled Capacity Development Expert to support the vocational training and organisational development objectives of the Ministry of Vocational Training, Handicrafts, and Trades (MFPAM) in Mauritania. The role will involve close collaboration with the Team Leader and Key Expert 1 to drive capacity-building initiatives and monitor impact across project activities.
Key Responsibilities
- Support for Organisational Development: Assist the Team Leader and Key Expert 1 in achieving human resources and organisational development goals across all project work packages.
- Training Delivery: Conduct training sessions for technical and managerial staff, focusing on enhancing skills for effective staff capacity development within the MFPAM.
- Monitoring Support: Aid the Team Leader in monitoring the impact of the capacity-building efforts and project activities.
Qualifications
- Education: Master’s degree in organisational development, Technical and Vocational Education, Public Policy, Economics, or a related field.
- Language Proficiency: Mandatory C1-level proficiency in French and Arabic.
- Professional Experience: Minimum of 5 years in the Public Policy sector, Human Resources, or Organisational Development, with specific experience in the TVET sector.
- Regional Experience: 5 years of professional experience working in Mauritania.
- Development Cooperation: 5 years of experience in development cooperation projects.
