Job Vacancy: Team Leader – Vocational Training Project
Location: Mauritania
Duration: December 18, 2024 – June 30, 2026
We are seeking an experienced Team Leader to manage and oversee an advisory project supporting the Ministry of Vocational Training, Handicrafts, and Trades (MFPAM) in Mauritania, aimed at enhancing the employability of graduates through a strengthened technical vocational education and training (TVET) system. The successful candidate will coordinate and drive project activities, ensuring quality and timely delivery, and work closely with GIZ and MFPAM partners.
Key Responsibilities
- Leadership & Quality Assurance: Assume full responsibility for advisory packages, maintaining high standards and strict adherence to deadlines.
- Stakeholder Coordination: Facilitate effective communication among GIZ, MFPAM, and other involved stakeholders.
- Personnel Management: Guide and support local and international experts, overseeing their assignments and performance.
- Capacity Development: Identify capacity gaps and oversee the design, implementation, monitoring, and evaluation of development measures.
- Cross-cutting Initiatives: Integrate and uphold cross-cutting themes, such as gender equality, ensuring compliance in monitoring and reporting.
- Financial Oversight: Oversee fund utilization and financial planning, coordinating with GIZ for budget management.
- Strategic Support: Collaborate with GIZ in updating and refining project strategy and contributing to evaluations and planning for subsequent project phases.
Qualifications
- Education: Master’s degree in social sciences or a related field.
- Language Proficiency: C1 level proficiency in French is mandatory (English and German at C1 are also advantageous).
- Professional Experience: Minimum of 7 years in organisational development, with a focus on human resources within ministries or public institutions.
- Leadership Experience: At least 7 years in a managerial role in development projects, public sector entities, or ministries.
- Regional Expertise: 4 years of relevant experience in West Africa or Maghreb regions.
- Development Cooperation: Minimum 6 years of experience in development cooperation, specifically in organisational and human resources development.
- Trainer Experience: At least 2 years of experience in training of trainers (ToT) in organisational development.
