Humanitarian Coordinator – based in Berberati, Central African Republic (CAR)
Central African Republic is one of FCA’s main program countries, where the organization engages in relief and reconstruction work. FCA established a field office in the country in the autumn 2013.
Since its establishment in Bangui, FCA has developed its program to respond to the acute humanitarian crisis. FCA aims at scaling up its right to quality education activities while exploring additional sectors of activities relating to its themes Right to Peace and Right to Livelihood.
The Coordinator is responsible for managing FCA’s humanitarian activities both in the immediate emergency response and in the longer term humanitarian assistance in Central African Republic. S/he shall contribute to international fundraising and ACT Alliance activities in the country. The Humanitarian Coordiantor will be based in Berberati. The location may change during the deployment based on operational needs. The Humanitarian Coordinator will report to the Programme Manager of the FCA CAR Country Office in Bangui.
Duties and responsibilities:
• Manage FCA humanitarian programmes in CAR
• Ensuring that implementation is done according to timeline / logframe, responsible for writing narrative reports when required; responsible for the programme budget in liaison with finance department;
• Provide technical support to FCA and partners staff in education in emergencies and emergency livelihoods programmes
• Develop FCA’s country humanitarian strategy for CAR in accordance with FCA’s policies and guidelines
• Establish, coordinate and be responsible for high quality programmatic work (PMER)
• Contribute to local and international fundraising
• Map and assess existing and potential partners and their capacity; identify and coordinate new humanitarian partnerships; build and coordinate overall partner cooperation
• Communication and advocacy on FCA humanitarian aid in the country
• Undertake other duties as designated
Competence and Personal Requirements:
• Minimum 3 year experience in working in program related field operation or field activities in developing countries and having knowledge of CAR context
• Experience from implementing Education in Emergencies and emergency livelihoods projects in a post-conflict setting
• Proven experience (at least three years) and capacity in humanitarian project management (PMER), including project financial management
• Experience with data collection, management, analysis and report production
• Experience and capacity to collaborate with international and national stakeholders at multiple levels
• Good understanding of humanitarian approaches and standards
• Gender analysis skills and an understanding of the practical significance of gender issues in humanitarian environment
• Experience in cooperating with LNGOs, INGOs, Governmental Institutions, Local Authorities, UN Agencies, church and faith based organisation
• Strategic thinker and good context analysis skills
• Highly motivated, results-oriented, and creative in problem-solving
• Willingness to travel and work under difficult conditions, in settings with few amenities
• Strong computer skills including Microsoft Office package
• Strong English and French proficiency and writing skills to prepare reports, promotional mate-rials and oral presentations
• Proven team orientation skills and ability to work effectively in a team environment with both technical and non-technical staff
• Excellent inter-personal and inter-cultural skills
• Flexible and capable of working and living in difficult circumstances in a multicultural environment
• Willing to travel in the country if necessary, requirement of valid international driving license

Living /Environmental conditions in CAR:
The Central African Republic is a nation of 4.6 million people, ranked as one of the poorest nations in the world, with an average life expectancy of only 39 years. Bangui is a capital city of about 700,000 inhabitants. Following 3 years of instability and transitional Government, a newly elected government in March 2016 has decreased the insecurity in the country. Bangui is generally free of any serious threats towards international or national staff, outside of petty theft. However, carjacking and targeted looting do occur on occasion. Hospitals and access to quality health care is very limited. Malaria is prevalent. It is estimated that 7-8% of the population may be HIV positive. Suitable group housing is available, but electricity and clean water are sometimes sporadic.
The fixed-term contract for this position will be made until May 2017 with four months probation period, starting as soon as possible. The compensation is based on FCA Compensation System and depends on prior work experience. Monthly salary includes adverse working conditions allowance. The position is a no-family post and accommodation might be co-housing. Position also includes R&R benefits.
