Mercy Corps has been operating in the Democratic Republic of the Congo (DRC) since August 2007, with a staff of approximately 400 people working in Eastern DRC. Mercy Corps’ national office is in Goma with sub-field offices in North Kivu, South Kivu and Ituri provinces. Mercy Corps’ key programming areas include a combination of longer-term development and immediate humanitarian response programs in order to: 1) Improve water service delivery and ensuring equitable access to Water, Sanitation and Hygiene services, in urban and rural areas; 2) Improve food security and nutrition; 3) Promote diversified livelihoods, economic recovery and development. Mercy Corps DRC’s humanitarian programs aim specifically to assist populations affected by the conflict and crisis in Eastern Congo with multi-purpose cash assistance and emergency WASH support to displaced and host populations. Mercy Corps is currently responding the unfolding Ebola epidemic in North Kivu and Ituri Provinces, targeting hotspots and high risk areas through a combination of IPC/WASH and Community Engagement activities. The current programming includes resources from DFID, USAID, ECHO, UN-donors, Government of Netherlands, OFDA, FFP, SDC and others. The Ebola Response Program has funding from UNICEF, OFDA, and ECHO.
The M&E Manager will oversee MEL systems of Ebola response program LEVER, working with partners, leading formative research activities, and collaboration and learning across the LEVER program, resulting in evidence-based, locally adapted programmatic approaches for improving Ebola response. The MEL Manager must be proficient in M&E systems, familiar with creative and monitoring program outputs/outcomes and relevant measurement approaches, and experienced in translating evidence into improved practice. S/he will ensure the program results in intentional and adaptive learning, and that findings are disseminated broadly. S/he will be responsible for knowledge sharing and application, evidence and data utilization, collaborating, learning and adapting (CLA) and contribute to activity-based capacity strengthening. This position will play a key role in helping build an environment of evidence-based programming and adaptive management at all levels.
The Emergency M&E Manager is responsible for providing overall leadership, coordination and technical supervision of the monitoring and evaluation activities for the USAID Ebola response programming.
The M&E Manager will develop the necessary relationships with diverse program stakeholders to develop and roll-out an integrated monitoring and evaluation system for Ebola response programming with partners. S/he will ensure the quality of the programs monitoring and evaluation tools/systems, information management and analysis, and contribute to reporting. S/he will oversee and ensure coordination of these technical areas across the M&E staff and program team members and partners. The M&E Manager is responsible for measuring program impact, overseeing program assessments, evaluations and operational research as appropriate.

This is an unaccompanied post based in Butembo, DRC, roving across North Kivu (Goma, Beni, Lubero and Rutshuru).
Mercy Corps Team members represent the agency both during and outside of work hours when deployed in a field posting or on a visit/TDY to a field posting. Team members are expected to conduct themselves in a professional manner and respect local laws, customs and MC’s policies, procedures, and values at all times and in all in-country venues.
