We are looking for a Director of Program who has solid Programmatic, management experience and an understanding of operating in complex conflict environment to support NP’s largest country programme in South Sudan. As the Director of Programs of this dynamic country programme, you will be responsible for providing leadership that deepens our impact, expands and ensuring the quality of the programme . You have the ability to develop strategy, provide leadership for all the Program staff, support staff in absence of the Head of mission and maintain relationships with a wide range of stakeholders. You are knowledgeable about protection and peace building, unarmed civilian protection and have experience managing projects and programmes in difficult operating environment.
JOB PURPOSE:
To manage the implementation of all of Nonviolent Peaceforce (NP)’s programming, overseeing community-based protection and violence reduction programming throughout South Sudan. The Director of Programme (DoP) is responsible for ensuring effective programming in complex, logistically challenging and chronically insecure locations, and for supporting the strategic development of current and new programming. The DoP is responsible for engaging in high level advocacy, globally and nationally andstakeholderengagement to support the reduction of violence and protection of civilians in South Sudan. The DoP is a key member of NP South Sudan Senior Management Team and Executive Management Team andwill also contribute to and support the management NP Global.
KEY OBJECTIVES/RESPONSIBILITIES:
Programme Implementation, quality and development
* Oversee the field teams implementing of civilian protection and violence reduction projects and programmes, in South Sudan.
* Guide teams in strategic planning, development of work-plans and adapting programme implementation to meet needs in emergencies and rapidly evolving conflicts
* Lead monitoring, evaluation and impact assessment; guiding field staff in data collection and analysis; coordinating with programme officers to produce appropriate ME&I documentation.
* Work in close collaboration with the Program Development team in order to support appropriate development of new programming and supporting further development of current programming.
* Engage in nation-wide context analysis in order to inform program implementation and guide adjustments necessary to remain relevant.
* Ensure Project Life Cycle is properly implemented and that targeted objectives are met
Advocacy and Representation
* Represent NP in coordination and advocacy fora, with agencies, media, government officials, UN officials, local government and partners as it relates to the programme, both nationally and globally.
* Represent together with fundraising team and HoM to the donors funding the programme, engaging in proactive communication, keeping them updated both formally and informally on the progress of various NP projects and the evolving conflict and protection context in South Sudan.
* Provide insight and support to Program Development Team and HoM to identify new funding sources
Financial& Operational Management
* Ensure budget management oversight, coordinating with finance department to monitor actual expenses as compared to budget, ensuring appropriate burn-rate and making spending decisions appropriate to the needs and the status of the grant
* Provide approvals for direct costs and coordinate with finance to ensure appropriate allocations of shared costs
* Coordinate with finance manager to review and correct finance reports prior to submission for donor reporting
* Alert HoM and fundraising personnel of budget revision requirements and funding shortfalls; make recommendations for corrective action as necessary
* Ensures efficient operational systems in place, and coordinate with heads of support departments
Leadership
* Together with the HoM, develop and implement NP Global and NPSS strategic aims and objectives and identify and assess and manage risks to NPSS (including organizational risks and risks to individual staff).
* Lead to develop NPSS Annual Operational plans
* Assist the HoM to contribute to the development and growth of NP Global.
* Serve as senior member of NP South Sudan SMT, providing strategic and management leadership to NPSS.
* Serve as Acting HoM whenever the HoM is not in country.
* Serve as senior staff in emergency situations, coordinating with HoMand Safety and Security Department
Personnel Management
* Manage Senior Programme Manager, Project Managers, coordinators and Technical Advisers.
* Ensure sufficient level of programmatic staffing, identifying the need for new recruitment in a timely fashion
* Participate in recruitment panel for programme staff
QUALIFICATIONS AND COMPETENCIES:
A. Education, Knowledge and Experience
* Post secondary education in refugee law, human rights, international human rights law, international humanitarian law, negotiation, mediation, human security or related
* 5-7 years work experience in human security, refugee or civilian protection.
* 3-5 years management experience in INGOs in complex security environment.
* Demonstrated experience working with state authorities, negotiation and mediation
* Demonstrated ability to live, work and solve problems independently and effectively in remote, highly challenging locations
* Demonstrated ability to analyse conflict, security and political contexts

C***. Other Specialized Requirements***
* This position will have to traveloccasionally to remote field sites, including locationswith no electricity or running water with limited access to communications.
* This field site is a complex security environment where conditions change rapidly – experience in insecure environments is essential to success in this position
