Scope and Objectives
The Kaizen Company is seeking a Deputy Chief of Team (DCOT) for the Department of State Bureau of International Narcotics and Law Enforcement Affairs (INL)-funded project, Mitigating Local Disputes in Liberia (MLDL), currently in its third iteration. MLDL III builds the institutional and human capacity of local government officials and citizens to manage disputes and security concerns by focusing on developing and expanding County Security Councils (CSCs), District Security Councils (DSCs) and Community Forums (CFs). Kaizen is supporting structures at multiple levels in Liberian society to give citizens the ability to bring disputes to authority figures as easily as possible with the aim of preventing minor disputes from becoming large-scale conflicts. The project fosters peace by applying alternative dispute resolution and mediation techniques to supplant violence. This builds citizens’ trust and confidence in the government’s ability to fairly and rapidly respond to issues that are (or could become) larger security concerns. MLDL III expands upon the work of MLDL II, also implemented by Kaizen, with an added focus on enhancing the capacity of the current Early Warning-Early Response mechanism and coordinating with local NGO’s. The program works to strengthen the rule of law across six counties in rural Liberia: Bong, Nimba, Lofa, Grand Gedeh, and the two new counties of Grand Cape Mount, and Gbarpolu. The DCOT will be responsible for coordinating all project activities with the Chief of Team (COT), particularly with activities focused in Grand Cape Mount and Gbarpolu. The DCOT will be the M&E lead for the project. The DCOT will be based in the MLDL office in Robertsport, Liberia and will directly supervise five local staff based in this office. The DCOT reports directly to the COT who is based in the main office in Ganta.
