NAME OF PROJECT: TRANSFORMING IRRIGATION MANAGEMENT IN NIGERIA (TRIMING) PROJECT

The Federal Government of Nigeria (FGN) has received a credit from the International Development Association (IDA) towards the cost of the Transforming Irrigation Management in Nigeria (TRIMING) Project and it intends to apply part of the proceeds of the credit towards payment for consultancy services in the form of an Individual Technical Advisor in (i) Dam Remedial Works Design and Safety Management (DSM); (ii) Irrigation and Drainage Design and System Management (IDSM) and (iii) Contract Management.
The TRIMING Project is now seeking to recruit individual Professional Experts (Consultant) in the above-named areas with experience in investment operation relating to Irrigation and Drainage design and system management; water Infrastructure construction and rehabilitation Contracts supervision/management and dam remedial design works / safety management.
The individual experts/specialists working in a Team will primarily support the TRIMING Project Management Unit in the supervision of the six construction works Contract packages involving irrigation and drainage construction and rehabilitation and dams rehabilitation upgrades in northern Nigeria as well as reviewing designs reports, preparation of technical progress reports to acceptable standard. The team will work as Project Management Advisory Team (PMAT) purely on technical and management advisory role and will report to the National Project Coordinator (NPC). One of the Specialists in PMAT will take the lead in the Team and coordinate civil works of component 1 and 2 and report to the NPC.
1. THE OBJECTIVE OF THE ASSIGNMENT AND DURATION
The PMAT will assist and report to the National Project Coordinator (NPC) regarding the overall implementation and technical coordination of the TRIMING Project. The Team will be based in Kano and provide technical support to the Project activities in the TRIMING basins to ensure the Project is technically sound and properly implemented in terms of efficiency and efficacy and in compliance with the World Bank and FAO standards and policies, as well as with Government regulations and procedures as stipulated pertinent documents.
The duration of individual subject matter experts/specialist for this assignment will be for initial period of two (2) years, with the possibility of annual renewal for the project duration subject to work requirements and satisfactory performance.
2. SCOPE OF WORK
The scope of the work for the individual subject matter expert/specialist for this assignment will primarily include, but not limited to, the following: In liaison with NPC
· Review all technical recommendations and decisions of the Contractors, Supervision Consultants, Change Management Committee (CMC) and the Project Management Unit (PMU) as applicable to ensure program management and contract managements, satisfy the required output toward achieving the Project Development Objectives.
· Support the PC in technical oversight of project activities to ensure timely and quality implementation of the Project.
· Facilitate Project Management skills development of the PMU to allow the NPC to have greater oversight and coordination.
3. REQUIREMENTS FOR THE PROPOSED POSITIONS:
for the Dam remedial works design and Safety Management (DSM) Specialist of the PMAT: he/she should possess the following qualifications and experience:
(i) A Master’s Degree in civil engineering, with specialized in Dam and appurtenance structures including hydro-mechanical and electrical equipment installed in hydropower station and appurtenances, especially, specialized in “fill dam” design, its safety assessment and or related field relevant to such projects.
(ii) At least twenty (20) years including proven recent field experience of similar nature on Dam Safety assessment and management program in single and multipurpose irrigation and drainage infrastructure projects in developing countries.
(iii) Proven and Excellent English oral communication and writing skills
(iv) Excellent interpersonal skills and Team spirit
(v) Experience of projects involving multiple and diverse stakeholders including Governments, private sector, civil society and end users.
(vi) Computer literacy with proficient knowledge of Dam Safety analysis program packages, and other word processing and related programs such as Excel, Power Point and Internet
(vii) Must be familiar with FIDIC Conditions of Contract and must be fully proficient and fluent in the English language.
for the Irrigation and Drainage design and System Management (IDSM) specialist of the PMAT: he/she should possess the following qualifications and experience:
(i) A Master’s Degree in Civil Engineering or Irrigation & Drainage Engineering, and Hydraulic Water Control Structure Engineering, specialized in gravity irrigation and drainage system design and distribution network, assessment of water scheduling among small holders, and or related field relevant to the small holder (less than 1.5 ha per FH ) projects.
(ii) At least twenty (20) years including proven recent field experience of similar nature on Irrigation system design, rehabilitation, operation management and water scheduling in irrigation development projects with small land holders.
(iii) Proven and Excellent English oral communication and writing skills
(iv) Excellent interpersonal skills and Team spirit
(v) Experience of projects involving multiple and diverse stakeholders including Governments, private sector, civil society and end users.
(vi) Computer literacy with proficient knowledge of Irrigation system analysis program packages, and other word processing and related programs such as AutoCAD, Excel, Power Point and Internet.
(vii) Must be familiar with FIDIC Conditions of Contract and must be fully proficient and fluent in the English language.
for the Contracts Management Specialist (CMS) of the PMAT: he/she should demonstrate the following qualifications and experience:
(i) A Master’s Degree in Management related to civil works and services in gravity irrigation system furnished by dams and associated headwork, preferably supervision of large civil work contractors and related supervision consultancy services;
(ii) At least twenty-five (25) years including proven recent experience of similar nature on Contract Management Experience;
(iii) Demonstrated experience with procurement of goods, works and services; preferably in the public sector;
(iv) Proven and Excellent English oral communication and writing skills
(v) Excellent interpersonal skills and Team spirit
(vi) Experience of projects involving multiple and diverse stakeholders including Governments, private sector, civil society and end users.
(vii) Computer literacy with proficient knowledge of Microsoft Project packages, Excel, Power Point and Internet.
(viii) Must be familiar with FIDIC Conditions of Contract and must be fully proficient and fluent in the English language.
4. CONSULTANT EOI /SHORTLISTING CRITERIA
Interested individual specialist (consultants) should submit their Curriculum Vitae (CV) with all the necessary document attached such as copies of engagement letters etc. and other supporting information that the CV demonstrates that they have the required qualifications and relevant experience to perform the services.
The short-listing criteria are:
a) Evidence of General qualifications of the consultant (Education, Training, and work Experience)
b.) Adequacy for the Assignment: Evidence of general experience in area of expertise listed above on project/scheme in Nigeria or elsewhere at a similar scale;
c) Evidence of specific experience in/of particular area of expertise in dams, water resource management, contract management or similar fields and as it is applicable to area of expertise
d) Evidence of experience with technical assistance team work in externally funded projects (e.g. AfDB, WB, USAID, DFID, etc.);
e) Proven experience with FIDIC conditions of contract in World Bank supported project
f) Experience in Nigeria or a developing country within Africa under similar conditions with good knowledge of English language.
