BACKGROUND
The Legal Aid Act 2016, establishes a legal and institutional framework for legal aid in Kenya by giving effect to Articles 19(2), 48, 50 (2)(g) and (h) of the Constitution, i.e. National Legal Aid Service (NLAS), whose mandate is to promote access to justice. In the discharge of its mandate, NLAS adopts various legal aid delivery models, one of which is the promotion of legal literacy. Section 7 of the Legal Aid Act p provides for this function as including “(k) taking appropriate measures to promote legal literacy and legal awareness among the public and in particular, educate vulnerable sections of the society on their rights and duties under the Constitution and other laws”. Legal awareness is fundamental to the achievement of legal literacy and capacity to access justice especially by the poor, vulnerable, and marginalized groups. NLAS uses platforms such as national legal aid campaigns, legal awareness days, radio talk shows, and other media to promote legal literacy.
In this regard, NLAS and IDLO have partnered to host radio talk shows on access to legal aid services during the Covid-19 pandemic in Nairobi, Western and Coast regions from 3rd to 28th May 2021. The talk shows will be held in English, Kiswahili and Dholuo languages respectively. The talk shows will target audiences from Nairobi, Western, and Coast regions in Kenya.
The objectives of the talk shows include:
NLAS and IDLO seek to contract resource persons for the radio talk shows, who are ordinarily resident in Nairobi, Western and Coast regions respectively. The resource persons will lead the discussions, respond to the technical/legal questions from listeners, and consolidate the feedback for NLAS’s action. The resource persons are grouped into the following three categories:
Category 1: Based in Nairobi and fluent in English and Kiswahili languages
Category 2: Based in the Coast region and fluent in English and Kiswahili languages
Category 3: Based in the Western region and fluent in English and Dholuo languages

The consultancy contracts will run for one month from 3rd to 28th May 2021.
REMUNERATION FOR THE ASSIGNMENT
The resource persons shall receive a lump-sum consultancy fee at the market rate, upon satisfaction of all the deliverables. All fees are subject to a 5% KRA withholding tax.
