FARM ENTERPRISE DEVELOPMENT THROUGH INPUTS AND SERVICES-FEDIS
Vétérinaires Sans Frontières Germany (VSF-G) is an international Non-Governmental Organization, providing humanitarian aid and development assistance to pastoralists and vulnerable communities in areas where livestock is of importance. VSF-G supports in animal health, livestock related agriculture, marketing, food safety, drought responses and mitigation, capacity development of communities and governmental institutions, peace and conflict resolution with the ultimate aim of food security and strengthened livelihoods of pastoralist communities.
VSF Germany is implementing a three-year grant funded by the European Union’s ZEAT- BEAD programme for a project entitled Farm Enterprise Development through Inputs and Services(FEDIS)
FEDIS supports activities aimed at improving food security and reducing malnutrition within vulnerable populations. It addresses structural issues leading to hunger and malnutrition in a bid to resolve these in the medium or long term, with an emphasis on developing sustainable solutions. FEDIS aims to contribute to this global objective by building capacities of target households in innovative and sustainable agricultural practices as well as strengthened resilience against conflict and climatic risks.
b) The 4 key result areas of the project are:
Outcome 1: Non-violent conflict resolution and social reconciliation methods adopted by the warring communities in Warrap State
Outcome 2: Increased sustainable production and productivity of agriculture (livestock/cropping)
Outcome 3: Diversified income sources
Outcome 4: Improved community resilience
The FEDIS project aims at supporting 6,700 smallholders through the provision of farm based inputs and services, knowledge and skills, access to market and networking to enable them improved their food production capacities.
VSFG seeks to conduct a mid-term evaluation whose overall purpose is to carry out an overall appraisal of the efficiency and progress of project towards meeting its objective so as to provide decision-making information for use to improve the quality and relevance of the project and its implementation; and to identify necessary reorientations and follow-up actions in the remaining period to ensure the achievement of the original objectives.
VSF Germany intends to hire services of a consultant with:
· First degree in Agriculture or related fields and having a Master’s degree in a relevant field. The evaluation team shall compose of members with a comprehensive mix of competencies in agro-pastoral production, market systems and social research methodologies.
· At least five years’ experience in related programming and programme research.
· Extensive experience in the specific fields in the Horn of Africa and South Sudan in particular will be required.
· At least 5 years of field practice experience and must demonstrate ability to carry out mid-term or end-term evaluation assignments.
· She/he must have knowledge of current South Sudan food security environment.
Others qualifying factors will be but not limited to
· Ability to communicate and write clearly in the English language. Knowledge of Arabic will be an added advantage.
· High degree of independence, flexibility and ability to meet strict deadlines
· Good in communication skills mostly in areas of higher levels of illiteracy, knowledge of very basic Dinka language and culture an added advantage
· Able to work in a security concern environment
· Demonstrated documentation skills
Accommodation, meals, local transport within South Sudan and the project areas will be provided by VSF Germany during the consultancy period; as well the translators, enumerators, office space, printing of questionnaires etc will be provided by VSF Germany. The consultant will be responsible for their medical insurance and travel Documents.
