Background:
The International Republican Institute (IRI) is a nonprofit, nonpartisan, organization dedicated to advancing freedom and democracy worldwide. Since 1983, IRI has worked to develop democratic institutions and ideals, carrying out a variety of international programs to promote freedom, self-government and the rule of law worldwide. IRI provides technical assistance in the areas of political party strengthening, developing civic institutions and open elections, promoting democratic governance and advancing the rule of law.
IRI is seeking candidates to support its Somaliland program. The Civil Society Short-Term Subject Matter Specialist is based in Hargeisa, Somaliland and is responsible for monitoring and providing in-depth analysis on political and social developments as they relate to civil society and civic actors in Somaliland. The Specialist will also establish contacts with civil society, government, and other key stakeholders involved in the policymaking process to closely monitor and report on the political and civil developments. Additionally, the Specialist will provide technical support in IRI programming and facilitate events with relevant stakeholders as IRI sees fit.
Period of Performance: March 1, 2021 to June 21, 2021
Statement of Work
Under the guidance of the Resident Program Director, the Analyst will:
- Assist in identifying vendors for services in Somaliland relevant to program implementation.
- Support the identification of partner CSOs and Civic leaders for the program; engage with partner CSOs and civic leaders and manage relationships with them;
- Work with RPD to identify and cultivate relationships with partners, government officials and potential donors.
- Support the development of workplans, budgets for IRI activities, and training materials for IRI workshops, and translate materials as necessary for IRI programs.
- Support the implementation of programs by assisting in data collection of IRI baseline assessments and drafting relevant reports; facilitate workshops for partner CSOs and civic leaders; assist in program development and management as directed.
- Monitor and provide in-depth analysis on political and social developments as they relate to civil society and civic actors in Somaliland.
- Consult with key stakeholders, including civil society, civic actors and government officials to follow events leading up the 2021 parliamentary elections.
- Facilitate events, such as stakeholder meetings, dialogues or other informal meetings with stakeholders, IRI staff, beneficiaries, funders, and other potential participants as IRI sees fit.
- The specialist will be based in Hargeisa for four months with possible travel to other regions.
Desired Qualifications:
- Availability to deploy immediately for four months between March 1, 2021 to June 21, 2021 with flexibility to extend.
- Bachelor’s Degree in international relations, law, political science, or related subject; Master’s degree preferred
- Complete fluency (Native or Advanced professional level) in written and spoken English and Somali.
- A minimum of three (3) years relevant professional work experience in Somaliland implementing programming in the field of democracy and governance, with expertise in civil society.
- Demonstrated ability to work under pressure in a sensitive political environment.
- Demonstrated ability to work as a member of an internationally and culturally diverse team, while maintaining impartiality and objectivity.
- Exceptional interpersonal and managerial skills and cultural sensitivity to effectively interact with all levels of local stakeholders and foreign government personnel.
- Excellent verbal and written communications skills to effectively present information in a clear and persuasive manner. Analytical skills for interpreting complex program and political issues.
- Experience as a long-term analyst on an international assessment mission preferred.
- Experience in analysis of legal frameworks for elections given special consideration.
- Knowledge of PC-based word processing and e-mail technology.
Technical Bid:
All bids submitted to IRI must include:
1. Information addressing your experience in providing each of the services identified in the above Statement of Work and your proposed specific approach for providing those services to IRI under this contract, including sufficient information to determine a clear definition of services as it relates to other providers that may be involved.
2. The name, address, and telephone and facsimile numbers of the bidder (and electronic address if available);
3. Bidders shall provide contact information for a minimum of three professional references with whom the applicant has had a working relationship within the last 24-month period. IRI may contact these individuals.
4. If the Bidder is a U.S. organization/resident, or a foreign organization/resident which has income effectively connected with the conduct of activities in the U.S. or has an office or a place of business or a fiscal paying agent in the U.S., the technical bids must contain Bidder’s Taxpayer Identification Number.
5. Bids will not exceed 10 pages (not including cover page), using Times New Roman font, 1” margins.
