Child Health Advisor, MOMENTUM Integrated Health Resilience Full Time

Position Description:

This position is for the MOMENTUM Integrated Health Resilience Project (MIHR) in South Sudan, implemented by IMA World Health, with JSI Research & Training Institute, Inc., GOAL USA Fund, and Pathfinder International. MIHR South Sudan aims to support improved MNCH/FP outcomes and strengthen the USAID/South Sudan resilience platform. The Child Health Advisor for MIHR South Sudan will provide leadership and management oversight to the child health activities of the project. The position will be based in Juba, South Sudan, and will work closely with Community Service Delivery Advisor, the South Sudan Deputy Chief of Party and the Child Health Technical Lead from the MIHR headquarters.

This position is contingent upon funder approval and availability of funds.

Key Responsibilities:

• Work with the Community Service Delivery Advisor to develop and oversee the child health activities of the project’s work plan, ensuring completion of project deliverables.
• Provide technical support to the Ministry of Health (MoH) and implementing partners (IPs) on delivering the key elements of the basic package of child health services for primary and secondary health care.
• Participate actively in the development/review/update of the national iCCM/IMNCI strategy/plan and provide technical support to strengthen national iCCM/IMNCI guidelines.
• Provide technical oversight, strategic direction, and ensure appropriate support to IPs for implementation of child health activities at both facility and community level
• Develop systems and indicators to monitor the availability, utilisation, and quality of child health services, in collaboration with the Monitoring and Evaluation team.
• Provide technical assistance to IPs in the development and implementation of strategies that tackle community norms, male engagement, and reaching vulnerable populations (in collaboration with the Community Service Delivery Advisor).
• Conduct supportive supervisory visits to the health facilities managed by MIHR and provide on-the-job training and mentoring during these visits on child health.
• Regularly review achievements of child health indicators against log-frame targets.
• Review the child health related DHIS2 data monthly.
• Provide technical support to the national MOH for improved programming and scale-up of iCCM (Boma Health Initiative) and IMNCI.
• Participate in, and provide capacity building support to, national technical working groups (TWG) supporting the MoH in establishing priorities, leveraging resources, strengthening partner coordination, and improving MNCH/FP/RH and immunization outcomes.
• Provide technical guidance to the County Field Coordinators, Community Strengthening Liaisons, MNCH/FP/RH Officers, and Boma Health Workers.
• Other child health related tasks as assigned

Qualifications and Essential Experience:

Education**:**

• Doctor or nurse preferred with a master’s degree in public health or a related clinical discipline.

Experience:

• Six years of relevant experience working on child health programs of similar nature, size, and complexity, with national or local governments, NGOs, or donors.
• Extensive experience working and delivering results in South Sudan.
• Experience with integrated, multisector community health programs.
• Experience with service delivery indicators in iCCM/IMNCI.

Knowledge/skills:

• Knowledge of IMNCI and iCCM strategies and guidance.
• Knowledge of USG health initiatives and related reporting requirements and funding parameters.
• Proven ability to work as an effective team member.
• Excellent oral and written English communication skills.
• Ability to work and travel within South Sudan.
