Background
Building Resilience and Adaption to Climate Extremes and Disasters (BRACED) is a project funded by the UK Department of International Development to improve the resilience of the most poor, and especially women and girls, to climate shocks across 15 countries in the Sahel region and South East Asia. Concern Worldwide leads a BRACED consortium of research and implementing organisations working across Chad and Sudan. This three year project (2015-2017) involves a number of integrated elements including climate smart agriculture, nutrition and WASH interventions, health system strengthening, the development of an early warning mechanism and disaster risk reduction strategies.
The project’s theory of change stresses the need to address systemic gender inequalities within the target populations to ensure that women and girls can meaningfully contribute to their household’ and community’s resilience. The programme therefore aims at ensuring women’s meaningful participation in all project activities and at involving men and women in community-based activities to reflect on gender dynamics and their impact on the overall wellbeing of their families and communities.
Purpose of the Consultancy
The purpose of this consultancy is to provide technical support to the Programme Quality (PQ) team in Chad and, in particular, its Gender Equality unit, in the roll-out and implementation of the Women’s Life Skills curriculum, a core activity to promote gender equality under Concern’s Equality in Resilience Framework and within the BRACED programme.
Furthermore the Consultant will provide capacity building support to the members of the Gender Equality unit to manage, implement and monitor quality activities, including, but not limited to, the Women’s Life Skills (WLS) curriculum. Finally, the Consultant will support the M&E Coordinator in the analysis and review of data collected of the Gender Equality in resilience Index survey and drafting of relative report.
Essential and Desirable Experience/Qualifications
Essential:
Demonstrated experience designing and facilitating trainings on women’s empowerment, women’s life skills and/or gender equality
At least three years of experience working on gender equality or gender based violence (GBV) programming in development or humanitarian contexts
Demonstrated experience building capacity of local staff on technical areas linked to gender, GBV, human rights
Experience in developing and rolling-out practical monitoring and evaluation and data collection tools in the area of gender equality and/or women’s empowerment
Fluent in French and English
Desirable:
Knowledge and experience of working in the Chadian context
Experience in developing curricula and toolkits to promote women’s empowerment and build life-skills
Experience in collecting data using digital platforms (tablets, mobile applications)
Experience in analysing quantitative data and drafting quantitative analysis reports
Experience in using PRA tools
Experience of working in predominantly Muslim contexts
Objectives and Specific Tasks to be undertaken by the Consultant(s)
The Consultant will be based in the Concern Goz Beida base in Chad for the duration of the assignment. Some travel to the capital Ndjamena might be required to coordinate with Senior Management and provide them with regular updates.
The following are the specific tasks the Consultant will be expected to perform:
Familiarise her/himself with Concern’s approach to promoting gender equality within the BRACED programme, including the project’s Theory of Change, the Equality in Resilience framework, Chad Gender Equality Strategy, and other relevant documents.
Utilising the BRACED Women’s Life Skills curriculum and guidance developed by the BRACED Equality Advisor, develop a training plan and approach aimed at imparting necessary knowledge and skills to Concern staff to implement the curriculum with women’s groups at the community level.
Liaise with the Concern Programme Quality team in Goz Beida to identify the appropriate participants for the training and manage all logistic arrangements.
Deliver a five-day training for Concern’s staff to enable them to become facilitators of the WLS curriculum at the community level.
Support Concern teams in Goz Beida to develop specific and realistic action plans to implement the WLS within target communities (i.e. gender equality focus villages), including the collection of pre-activity data using the Individual Interview tool.
Manage the first round of monitoring data collection using the Individual Interview tool (using Digital Data Gathering devices) in collaboration with the Programme Quality team.
Support Concern teams in the roll-out of action plans from a logistic, planning and quality assurance perspective. It is expected that the Consultant will be able to take part in the delivery of at least Session 1 of the WLS curriculum in each focus village.
Provide on-the-job mentoring and coaching to the Gender Equality Officer and other members of the PQ team to implement, monitor and support quality activities in the area of gender equality
Based on acquired knowledge of the Chadian context and gender equality dynamics in the Sila region, work closely with the BRACED M&E Coordinator to analyse data emerging from the Gender Equality in Resilience Index (GERI) survey and summarise findings in the annual baseline report.
Outputs
In addition to the above tasks, the Consultant will be expected to produce the following outputs to document and track progress (timeframe will be finalised with the team in Goz Beida):
Training plan, including agenda and suggested approach for the sessions – WEEK 1
Training delivered, as evidenced by pre and post-test training results, daily and final evaluations and a comprehensive training report following an agreed template – WEEKS 2 and 3
Action plan for the implementation of the Women’s Life Skills curriculum in initial 5 focus villages – WEEKS 3
Completion of the first round of data collection (pre-activity) with female participants in the 5 focus villages – WEEK 4, 5 and 6
Input in GERI analysis and report (by email and skype communication with M&E Coordinator) – WEEKS 4 – 6
Comprehensive mission report including:
recommendations to ensure timely and quality implementation of the WLS in all five focus villages
recommendations to adapt WLS curriculum, M&E tools and/or training approach for the Chad context
steps taken to build capacity of Gender Equality unit staff and recommendations for the way forward
Final payment is dependent on the submission of a good quality, well-written final report or completion of agreed outputs (as detailed in the TOR). In addition to methodology, findings and discussion, the report should include a comprehensive executive summary and a section outlining clear and concise conclusions and recommendations.
A digital copy of all reports will be required by Concern at the end of the piece of work.
Lines of Communication
The Consultant will report to the Chad Country Director (based in Ndjamena) and the Area Coordinator (based in Goz Beida).
The majority of the work will be conducted in collaboration with the Programme Quality Unit, including the M&E Manager, Deputy Manager, Gender Equality Officer and three Gender Equality Community Facilitators (Animateurs).
Remote communication, via email and skype, will be the primary method of communication with the BRACED Consortium Coordinator and M&E Coordinator.
Suggested Timeframe
The timeframe will be discussed and agreed with Goz Beida Team once in-country to ensure best coordination with other ongoing activities and data collection processes.
